Declaration under Right to Information Act (effective 01.07.2013)

Particulars of its organization, functions & duties:

Jawaharlal Nehru Planetarium was established by BBMP and was opened to public in 1989. Later in 1992, the Bangalore Association for Science Education (BASE) an autonomous registered society was formed by Government of Karnataka and the administration of Jawaharlal Nehru Planetarium was entrusted to it. Popularisation of Science, Non-formal Science Education, Strengthening of scientific temper amongst public and students are objectives of this Institution.

BASE is administered by a Governing Council comprising of Senior Scientists, Educationists, Mayor and Commissioner of BBMP, Finance Secretary, Government of Karnataka, Principal Secretary, Department of Science and Technology, Government of Karnataka. The Director of the Jawaharlal Nehru Planetarium is the Member Secretary of the Governing Council of BASE.

The powers and duties of its officers and employees:

The Director J.N. Planetarium is the Principal Executive Officer. The Director  exercise such powers as are delegated to him/her by the Governing Council and also superintends all the activities of the organization. The Governing Council provides guidance and directions for the management of the affairs and finances of the BASE.

The Administrative Officer manages the administration and also Finance and Accounts under the overall guidance of the Director. A Senior Scientific Officer assist the Director in academic work.

Joint Director and Senior Planetarium Engineers assist the Director in sky-theatre activities, shows, maintenance etc.,

The procedure followed in the decision making process including channels of supervision and accountability:

Administration and Management of the BASE are done as per the policies and decisions of the Governing Council under the supervision and with approval of the Director.

The norms set by it for the discharge of its functions:

Routine procedures as prevalent in the offices of the Government of Karnataka are generally followed. In exceptional cases, approval of the Director/Governing Council are taken.

The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions:

The Service Rules, Bye Laws and the Cadre and Recruitment Rules framed with the approval of the Governing Council are in place.

A statement of the categories of documents that are held by it or under its control:

Activities of the organization do not call for any such categorization or preservation of any documents.

The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof:

Opinion and feedback are taken into account while reviewing ongoing programmes and making new programmes. However, no formal arrangement exists where members of public can participate in policy making or implementation.

A statement of the Boards, Councils, Committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public:

The constitution of the Governing Council is appended in annexure-1. The Governing Council meets twice/thrice every year. The minutes of the meeting are circulated to Members of the Governing Council. The minutes are not accessible to general public.

BASE does not have any agency. BASE does not grant funds to any other body.

The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes:

Many of the facilities like visiting Science Park, Science Movies on 3rd Sunday of every month etc., are without any admission fee. Prescribed admission fees for other programmes are less than cost price. All visiting public and students are benefited.

Particulars of recipients of concessions, permits or authorizations granted by it:

All general public, teachers and students are beneficiaries of the concessional admission rates. Need to maintain the details of the beneficiaries has not been considered necessary because all activities are aimed at public benefit.

Information leaflets/Infocards are available at the reception. Library is accessible to           students for their use.
